An online casino in the Philippines is a website or app where adults 21 and over can play casino games such as slots, baccarat and roulette for real money. Only platforms licensed by PAGCOR, the Philippine Amusement and Gaming Corporation, may legally offer these games to players in the country. This guide walks you through how online casinos work, how to check a site before you sign up, what to expect when you open an account, and which games make sense to try first.
- Check the operator on PAGCOR’s records before you register or deposit. A logo on a website is not proof of a licence.
- You must be 21 or older. Government officials and employees, and members of the AFP and PNP, are barred from playing.
- Expect to verify your identity (KYC) before you can withdraw. Have a valid ID ready.
- Decide your budget before you play, and treat it as the cost of entertainment, not a way to earn money.
What is an online casino?
An online casino is the internet version of a casino floor. Instead of chips and tables, you have an account balance and a game lobby. The games run on software from specialist studios called game providers. Some games are decided by a random number generator (RNG), such as slots. Others are streamed live from a studio with a real dealer, such as live baccarat.
The operator runs the website, handles your account and payments, and holds the licence. The providers make the games. That split matters: a well-known provider appearing on a site does not make the site licensed. You still need to check the operator. Our provider guides explain who makes the games you see in PH lobbies.
Is online casino legal in the Philippines?
Online casino gaming for players in the Philippines is legal when it is offered by a PAGCOR-licensed operator. PAGCOR both licenses and regulates gaming nationwide. Its responsible gaming rules set the minimum age at 21 and bar several groups from playing, including national and local government officials and employees, and members of the Armed Forces of the Philippines and the Philippine National Police.
Offshore gaming aimed at players outside the Philippines (the former POGO and IGL industry) is a different thing and was banned under Executive Order No. 74, issued in November 2024. Sites that are not licensed by PAGCOR but still take bets from Filipino players are illegal, and you have little protection if something goes wrong with them.

How to check an online casino before you sign up
Spend five minutes on these checks. They are the difference between a licensed site and a scam.
- Find the operator name and license details in the website footer or “About” page.
- Check the domain against PAGCOR’s records. PAGCOR publishes a list of accredited gaming system administrators and their registered brands and domain names on its Electronic Gaming Licensing Department page. Confirm the exact web address you are on appears there.
- Look for responsible gaming tools: deposit limits, time-outs and self-exclusion. Licensed operators must offer them.
- Read the payment and withdrawal terms before you deposit, including minimums and verification rules.
- Search for warnings. If the site pushes you to pay through a personal e-wallet number or a chat “agent”, walk away.
Our step-by-step guide, how to tell if an online casino is legit, covers each check in detail, and online casino scams shows the most common tricks.
Coming soon: PAGCOR said in October 2026 that it is targeting a December launch for a mobile app that lets players verify whether an online gaming platform is licensed. We will update this guide when it is available.
Opening an account: what to expect
Sign-up flows differ, but most licensed operators follow the same pattern:
- Register with your mobile number or email and create a password.
- Confirm your age and identity. You will be asked for a valid government ID and often a selfie. This is know-your-customer (KYC) verification, and it is required for anti-money-laundering compliance.
- Set your limits. Many sites let you set a deposit limit during sign-up. Do it now, while you are thinking clearly.
- Make a first deposit using a payment method the operator lists in its cashier.
Use your real details. A name that does not match your ID or your payment account is the most common reason withdrawals get held.
Deposits and withdrawals
Licensed operators in the Philippines typically list options such as e-wallets, bank transfer, QR Ph and over-the-counter cash-in. Which methods are available depends on the operator and can change.
E-wallet gambling access changed in August 2025, when the Bangko Sentral ng Pilipinas (BSP) ordered the institutions it supervises to remove in-app links to online gambling. GCash and Maya disabled their in-app gaming features from 16 August 2025. Players now deposit through the operator’s own website or app instead.

Deposit a small amount first, then request a small withdrawal. Testing the full route tells you more about a casino than any advert.
Which games should beginners try first?
Every casino game has a built-in house edge, the average share of each bet the casino keeps over time. Lower is better for you. Here is how common games compare under standard rules:
| Game | What you do | Typical house edge | Beginner notes |
|---|---|---|---|
| Baccarat (Banker bet) | Bet on Banker, Player or Tie | 1.06% (Banker), 1.24% (Player), 14.36% (Tie at 8:1) | No decisions after you bet. Avoid the Tie. |
| Blackjack | Hit, stand, double or split to beat the dealer | About 0.5% with basic strategy and good rules | Lowest edge, but only if you learn basic strategy |
| European roulette | Bet on numbers, colours or groups | 2.70% | One zero. Avoid double-zero (American) wheels at 5.26% |
| Online slots | Spin and wait | Usually 3% to 6% (RTP of 94% to 97%) | Check the RTP in the game info before you play |
Edges assume 8-deck baccarat with 5% commission, 3:2 blackjack with the dealer standing on soft 17, and a single-zero roulette wheel.
House edge describes the long run, not your next session. Any single session can go up or down by a lot, and no betting system changes the edge. To learn the games properly, start with our baccarat guide, blackjack guide, roulette guide and how online slots work. Our explainer on RTP in online casino games shows how to read slot numbers.
Bonuses: read the terms first
Welcome bonuses can add play value, but they come with conditions. The most important is the wagering requirement, which is how many times you must bet the bonus (and sometimes your deposit) before you can withdraw. A ₱500 bonus with a 20x requirement means ₱10,000 in bets first. At a 96% RTP slot, you would expect to lose about ₱400 of that along the way (₱10,000 × 4%), so most of the bonus value is used up before you can cash out.
Also check the maximum bet while the bonus is active, which games count, the expiry date and any cap on winnings. Our guide to wagering requirements explains each term, and the bonuses hub covers offer types.
Common beginner mistakes
- Skipping the licence check because a site “looks professional”.
- Depositing before reading the withdrawal rules, then discovering a high minimum or a long verification queue.
- Chasing losses by raising your bets to win back money. This is the fastest way to lose more than you planned.
- Believing in systems. Martingale, “hot” numbers and baccarat road patterns do not change the odds.
- Using money meant for bills, rent or food, or borrowing to play.
Our take
In our view, the safest way to start is boring on purpose: pick one licensed operator, verify it yourself, set a deposit limit, and learn one low-edge game properly before trying others. Compare operators on safety and payouts, not on bonus size. Our best online casinos page ranks PAGCOR-licensed sites using our published rating methodology.
FAQ
What is the best online casino in the Philippines?
It depends on what matters to you: payout speed, game range, payment methods or support. We rank PAGCOR-licensed operators on safety, payouts, support, fairness and range on our best online casinos page. Whatever you choose, verify the licence yourself first.
How old do you have to be to play at an online casino in the Philippines?
You must be at least 21. PAGCOR’s rules list persons under 21 among those prohibited from gambling, and licensed operators verify age during sign-up.
Can I play online casino games for free?
Many slot games offer a demo mode that uses play credits, so you can learn the features without risking money. Live dealer games usually require a real-money account.
Do I need to verify my account?
Yes. Licensed operators must verify your identity, usually with a government ID and a selfie, before allowing withdrawals. Complete it early so your first payout is not delayed.
Play responsibly
Gambling is entertainment, not a way to make money. Set a budget and a time limit before you play, and stop when you reach either one. If gambling is causing problems for you or someone you know, call PAGCOR’s 24/7 National Problem Gambling Helpline at (02) 8248-9568. You can also ask PAGCOR to bar you from gaming through self-exclusion. Read our responsible gambling guide for more support options.
