Responsible gambling means playing in a way that stays fun, affordable and under your control. In the Philippines, it is also built into the rules: PAGCOR requires licensed operators to offer tools like self-exclusion and betting limits, and runs a 24/7 helpline for anyone who needs support.
Need help now? Call the National Problem Gambling Helpline at 02-8248-9568. It is free, confidential and open 24 hours a day, 7 days a week, for players and their families.
What responsible gambling looks like
- Gambling is entertainment, not income. Every casino game has a built-in house edge. Over time, the operator is expected to win.
- Set a budget before you play. Decide how much you can afford to lose, and stop when it’s gone.
- Set a time limit. Long sessions make it easier to lose track of money and time.
- Never chase losses. Trying to win back money you’ve lost usually leads to losing more.
- Don’t gamble with borrowed money, or money meant for rent, bills, food or family.
- Avoid playing when stressed, upset or after drinking. It affects your decisions.
- Keep a balance. Gambling should never replace time with family, work, rest or other hobbies.
Who can legally gamble in the Philippines
Under PAGCOR’s Responsible Gaming Code of Practice:
- You must be 21 or older. Students of any school, college or university may not gamble, whatever their age.
- Government officials connected with government operations, and members of the Armed Forces and Philippine National Police, may not gamble.
- People on the National Database of Restricted Persons are barred.
This is why licensed platforms ask you to verify your identity with a government ID and a live selfie. Since 2026, this is required before your first deposit.
Warning signs to watch for
Ask yourself honestly:
- Do you spend more money or time gambling than you planned?
- Do you feel you need to bet more to feel the same excitement?
- Have you borrowed money, sold things or skipped bills to gamble?
- Do you hide your gambling from family or friends?
- Do you feel restless, irritable or anxious when you try to stop?
- Do you gamble to escape problems or to win back losses?
If you answered yes to any of these, it may be time to take a break and talk to someone. The helpline is a good first step.
Tools on licensed platforms
PAGCOR-licensed operators are required to offer responsible gaming tools. Look for these in your account settings:
| Tool | What it does |
| Deposit limits | Caps how much you can deposit per day, week or month |
| Betting limits | Caps how much you can wager |
| Session reminders | Tells you how long you’ve been playing |
| Cooling-off / time-out | Locks your account for a short break |
| Self-exclusion | Blocks your access for a longer, fixed period |
If a site doesn’t offer any of these, treat that as a red flag. See How to Tell If an Online Casino Is Legit.
PAGCOR’s exclusion program
PAGCOR runs a formal exclusion program that applies across all PAGCOR-licensed facilities.
| Type | Who applies | Periods available |
| Self-exclusion | The player | 6 months, 1 year or 5 years (the first 6 months can’t be cancelled) |
| Family exclusion | A spouse, parent or adult child (18+) of the player | 6 months, 1 year or 3 years |
To apply, you’ll need the application form, a copy of a government-issued photo ID and two recent 2×2 colour photos. Family applicants also need proof of relationship, such as a birth or marriage certificate. Forms and submission details are on PAGCOR’s exclusion page.
